JOHN ANDERSON'S BIOGRAPHY


Council Objectives:

I was elected to the Yorba Linda City Council in November 2006.  Before that I served nearly four years on the Yorba Linda
Traffic Commission.  I ran for City Council to protect Yorba Linda's unique nature and character and to restore decorum and
integrity to council meetings and decisions.  Yorba Linda was struggling with over-development, traffic congestion and rising
crime rates under the direction of the immediately past City Council.  We were witnessing the continuing loss of historical sites
and diminishing equestrian opportunities.  One of my strongest desires was to implement a strong ethics policy that would help
ensure open and transparent government.

From the very beginning of the 2006 campaign I expressed my desire to be the People's Advocate for the People of Yorba Linda
on the City Council as I am in my profession as a prosecutor where I appear in court as an Advocate for the People of the State
of California.  I am proud to now serve the people of Yorba Linda as YOUR advocate and voice on the City Council.

Professional Experience:

- Orange County District Attorney’s Office

I am honored to have spent 25 years as a prosecutor in the Orange County District Attorney's Office.  I am an Assistant District
Attorney now supervising the Gang Unit (a specialized gang suppression unit) and have spent nearly 14 years of my career
prosecuting gang members for murder and other serious felonies.   

I have worked in the following assignments: North Justice Center, Felony Panel, Gang Unit, Westminster Target Unit, Operation
Round-up (an undercover drug buy program worked by SAPD) Santa Ana Target Unit, Special Assignments Unit, and the
Anaheim Target Unit.  I have previously supervised the Narcotics Enforcement Team, and Career Criminal and Welfare Fraud
prosecutions, and the TARGET Unit.  I have prosecuted more than 70 criminal trials including eight gang murder trials
involving 15 defendants and supervised more than 250 other gang related trials of violent crimes and murders.   

- California State University, Fullerton

I have been a Cal State Fullerton Lecturer in Criminal Justice for 16 years.  I teach two classes a semester – usually Substantive
Criminal Law and a class I devised, Gangs and the Criminal Justice System.  I also occasionally teach Law, Politics, and Society
(a legal philosophy course), Juvenile Justice and Corrections, or a scholarly writing course.  I was honored by the Criminal
Justice Students’ Association as a “Professor of the Year” winner.

- Other Teaching Experience

I teach about two times yearly for the California Narcotics Officers Association, twice yearly for the California Gang
Investigators Association, once or twice yearly for the California District Attorneys Association, and at least once a year for the
Orange County Gang Investigators Association.  I am the California District Attorneys Association's seminar coordinator for a
twice yearly specialized seminar on California's anti-criminal street gang laws.  I also assist on a week long Orange County
Sheriff’s Academy course on gangs.  I was a presenter at the 2006 and 2008 National Youth Gang Symposiums on legal
considerations involved in gang investigations and prosecutions.  I lecture each semester at Western State Law School and take
part in special programs at Whittier Law School.   I am a contributor to the National District Attorneys Association's Gang
Injunction Committee and have lectured on gang prosecution issues for the State of Oklahoma Prosecutors Association.
 

-Articles Written/Presented

I have authored three articles for the National Youth Gang Center and one for the Institute for Intergovernmental Research.  I
helped formulate a gang investigation course devised by the federal government for use by local agencies.  I am the author of a
Bureau of Justice Assistance publication on courtroom witness intimidation (John Anderson,

, National Gang Center Bulletin (National Gang Center, Washington, D.C.)) which was cited by the State of New
Jersey's Supreme court in the cases of
State v. Dionte Byrd and State v. Freddie Dean, Jr, in 2009, and one of five authors who
were recently published with our Gang Prosecution Manual for the federal Office of Juvenile Justice and Delinquency
