I.  Athletic Achievement Recognition Wall of Fame winners.

On Saturday, April 10th I had the honor of presiding over the Athletic Achievement
Recognition Wall of Fame ceremony at the Tommy Lasorda Jr. Field Houes in which the city
recognized five Yorba Linda athletes of great distinction.  The names of each of the
athletes recognized were added to the Athletic Achievement Recognition Wall of Fame just
outside the Field House.

The athletes recognized included:

Kaitlin Cochran – A woman’s softball star who played at Rosary High School and Arizona
State University.  She held many Rosary and CIF records.  At ASU Kaitlin led her team to its
first ever national championship and broke several school and NCAA records.

Teresa Guidi – A woman’s swim team and water polo star who swam for Esperanza High
School and then Loyola Marymount University.  At the collegiate level Teresa was a three
time all American and the only player in Loyola’s history to earn First Team All American
honors.

Jeff Holguin – A trap shooting star who has many world competition honors and American
Olympic Team experience.  Jeff is currently serving in the United States Army serving in the
Army Marksmanship Unit training our soldiers.

Nicole Leonard - A nationally renowned roller skater who has won the American and the
Junior World Class Championships.

Ricky Wells – An extraordinarily talented speedway motorcycle racer.  Ricky has won
several American Motorcycle Association California and National Championships and did so
at a younger age than any of the many previous champions.  Ricky’s mom accepted the
award for him as he is currently
competing for the World Speedway Championship in London, England.

II. Hidden Hills - Stonehaven Emergency Access Road.

I also presided over the ribbon cutting ceremony for the new Hidden Hills – Stonehaven
Emergency Access Road on Saturday April 10th.  As you may recall, in response to the
Freeway Complex Fire and its impact on the Hidden Hills and Stonehaven neighborhoods,
the Yorba Linda City Council approved agenda Item #10 at the 09/15/09 City Council
meeting regarding the proposed Hidden Hills to Stonehaven Emergency Access Road
Project!  This is one of the HIGH PRIORITY items that we have all worked towards to help
make our Hidden Hills and Stonehaven neighborhoods safer in the event of roadway
blockage, emergency or disaster!  

The Hidden Hills - Stonehaven Emergency Access Road Project has just been completed by
the City of Yorba Linda!!  There was a Dedication Ceremony held by the City of Yorba Linda
today at noon.  

After the brief dedication ceremony, the gates to the Hidden Hills – Stonehaven Emergency
Access Road were unlocked for approximately an hour so that Hidden Hills and Stonehaven
residents could walk the roadway for familiarization purposes.   The Hidden Hills –
Stonehaven Emergency Access Road is intended for public use only during times of
emergency as deemed appropriate by our public safety agencies.  After the dedication
ceremony the gates were locked and the roadway will remain closed until the next
emergency.  The newly improved roadway is approximately 4,000 feet long and starts at the
Cul de Sac end of Green Crest Drive in Hidden Hills, goes immediately past the Santiago
Reservoir, and ends/exits at Stonehaven Drive.

I participated in a Chamber of Commerce Ribbon Cutting Ceremony on Saturday January 30
at the North Orange County Family YMCA Fitness Studio, 18333 Lemon Drive, Yorba Linda.  
This new location will be open Monday through Friday and offers Adult Exercise Classes
(Cardio Kick, Combat Blast, Pilates, Pi/Yo, Step Aerobics, TRX Training, Yoga, and Yumba) ,
Youth Teen and Seniors Yoga and after school programs for children.

                              Black Gold Golf Course Grass Update

Black Gold Golf Course was intended to be a money generating enterprise with the planned
community of Vista Del Verde build around it.  When the golf course was approved residents were
promised that it would generate a net profit of more than $1,000,000.00 within five years of
opening.  Unfortunately, those projections were wildly optimistic.  Instead of generating one million
dollars in profits the course has become an enormous financial drain on the Yorba Linda general
fund.  Over the last few years hundreds of thousands of dollars have been transferred from the
general fund to the course to make up for shortfalls and to finance needed improvements.

It came to the attention of the Parks and Recreation Department a couple of years ago that the rye
grass on the course was failing beyond repair and that a more permanent solution was needed.  
Originally, the proposed remedy was to replace the grass with hybrid Bermuda grass sod which
would necessitate closing down the course completely or in two phases during the transition.  
Worse yet the cost of the proposed solution was approximately $8,000,000.00.  Despite the
enormity of the cost, there were two council members publicly supporting the expense.

I vigorously opposed spending $8,000,000.00 and significant public opposition to the plan arose.  
Eventually, after the uproar, the course operators devised a plan to replace the rye grass with
kikuyu grass at a cost of only $300,000.00 to $500,000.00.  This example strongly underscores the
need for close scrutiny and public oversight in cases of large city expenditures.  The City Council
was just one vote away from spending $7,500,000.00 more than ultimately proved needed once the
public became so vocal.   

Recently the issue came before the Yorba Linda Audit Committee -  a committee which oversees
the finances of the city and makes recommendations to the council to consider as a whole.  I sit on
the committee as the mayor along with Councilman Mark Schwing.  The proposal came back to the
committee as recommending nearly a $1,700,000.00 project.  I voiced my opposition to the amount
increasing so dramatically and asked for the course operators to work on a more modest plan
consistent with their initial projections.  Of course the operators are free to present their inflated
plan to the whole council.  I will not support it.

The City Audit Committee (also called the finance committee) meets before each regularly
schedule City Council meeting. The meetings are open to the public, are noticed well in advance,
have agendas posted on the city website in advance of the meetings, and are memorialized with
written minutes.  The grass renovation plan will be coming back to the Audit Committee soon and
then will go on to the Council.
